104th and Harvard

Does anyone know what the large facility shown below on Google Maps is? In case the link doesn't work, it's just to the East of the railroad tracks, at 104th and Harvard. It appears to be some sort of City of Chicago facility, as evidenced by the "Y"-device on the front door. There also appears to be a large, more modern annex to the South. A pumping station of some kind, perhaps?
