anyone recognize this man?

I found this old autographed photo of LBJ greeting someone.



The date was Sept 21, 1964. I checked with the LBJ Library and learned that LBJ had a reception on that date in the White House for leaders of fraternal organizations. They sent me the list of the attendees which is rather lengthy. Many are from the Chicago area, for example the Polish National Alliance, the Catholic Order of Forresters, Italo American National Union, etc. I am just wondering if anyone might recognize the fellow that LBJ is shaking hands with. I think it's Alexander Graham Kowalski, the first "Telephone Pole".
