As to the Joyce Kilmer Triangle on the Indian Boundary Line, a quick search on Wikipedia lays out a few possible reasons why Kilmer's name might be appropriate. Kilmer was killed while fighting in WWI and the plaque shown was placed by the American Legion, which was founded for WWI vets. It was alleged that Kilmer wrote the poem "Trees" while in Chicago. To quote Wikipedia, "Other sources, which state it was written in Chicago, are unsubstantiated." There is a Joyce Kilmer public school in the Rogers Park neighborhood. Kilmer was also a convert to Catholicism and was, Wikipedia again, "considered the leading Roman Catholic poet and lecturer of his generation." With Loyola so close and with Catholicism so prevalent in Chicago, and with the periodic bursts of Chicago pride that break out from time to time, I would venture that any of these reasons, or some combination, might be valid in explaining the name.
