Fire hydrants are color coded to the size water main that they attach to Red is 6" to 8" Yellow is 12" Blue is 16" or greater White or silver represent dead ends and should be avoided Today the color is painted only as a stripe around the flange

emolek those clock towers you refer to were used to enclose water tanks that supplied fire sprinkler systems and protected them from freezing.
