The actual address is 3860
3858 used to be another similar small cottage. It was taken by the city (probably demo court) it was torn down in 2010.
The same person owned 3850,3858,and 3860
No sale record for 3860 shows up but the tax bill goes to a Derrica Merriweather, who gets the homeowner exemption.
She is in arrears.
The high rise lot adjacent used to be a repair shop for the streetcar lines, The carbarn was just across Washington

I think Stew got his from Blockshopper.com You can punch in an address and they will spit out owners and neighbors (based on tax bills), recent sales etc.
Me, First I checked the plat map for basic info and history.
