It's called a "box" abutment, or "vaulted" abutment. I encountered these while working on plans for a consultant to refurbish the Jackson Drive viaduct over the Metra Electric in Grant Park. The Congress Drive viaduct is built like that, too. Places for future installation of substations (Park District, used to have their own electrical system) and so forth, but a pain in the neck if you have to beef up bridge supports.
